Utter WhatsApp Business API Onboarding Guide
Welcome to Utter. This guide walks you through verifying your Business On Meta using Embedded Signup.
Every step below shows the exact screen you will see. Click any screenshot to enlarge it.
Step 1 — Signup and login to Utter
Fill in your company name, first and last name, email, and password, then click Sign up.

You will receive a verification email. Confirm your email address, then log in to Utter.

After login you will see the prerequisites required to register with Meta (Facebook), plus an estimated setup time of about 10 minutes.

Confirm each item, then click Let's Start:
- Business is legally registered
- You have your business registration documents
- You have access to a Facebook / Meta account (as admin)
- Your business mobile number has not been used on WhatsApp before
- You have an official business website or public presence
Step 2 — Continue with Meta
Utter uses Meta Embedded Signup. You grant permission directly to Meta. Utter receives only the required business tokens and identifiers after your approval.
On this screen you will be able to:
- Create new or select existing Facebook and WhatsApp Business accounts
- Provide a display name and description for your WhatsApp business profile
- Connect and verify your phone number for WhatsApp API access
Make sure to get your Facebook Business Manager account verified to get complete access to the WhatsApp Business API. You can get it verified at the same time as applying for the WhatsApp Business API, or even after procuring it.

Click Continue with Meta to open Meta's secure window.
Step 3 — Sign in to Meta
If you are already logged into Facebook, Meta asks you to continue as that user.

You must log in with an existing Facebook account. New accounts are not approved for Business Manager. If this is not your account, choose Log into another account.
OR if you are not logged in, Meta shows the Business Tools login screen:
Step 4 — Grant permissions
Meta explains that this onboarding will register and connect your business account to your partner, so you can communicate with customers at scale using Cloud API.

By continuing you accept the Meta Hosting Terms for Cloud API and the Meta Terms for WhatsApp Business. Click Continue.
Step 5 — Select or create Meta Business Portfolio
Select the business assets to share:

Use the same legal business name that appears on your registration documents, then click Next.
Step 6 — Enter business information

Keep these details consistent with your legal documents and website — mismatches are the most common cause of verification delays.
Step 7 — Configure display name
Enter your WhatsApp Business display name. It should match your business name and follow Meta's display name guidelines. This is how your approved display name appears to customers in WhatsApp:

Additional verification required Before you can send messages, Meta reviews your business name and display name. This can take up to 1 business day. During review you can send 5 business-initiated test messages every 24 hours. You receive an email once the review completes.
Step 8 — Create WhatsApp Business Account
Choose how you want to be identified when sending messages:

For full WhatsApp Business API messaging through Utter, choose Use a new or existing WhatsApp number.
Step 9 — Add & verify phone number
- Select your country code and enter the phone number
- Confirm the WhatsApp Business display name
- Choose how to receive the code: Text message or Phone call (use phone call for landlines)
- Click Next

Step 10 — Complete OTP verification
Enter the 6-digit verification code Meta sends to that number.

Step 11 — Return to Utter & finish setup
Meta confirms your account is connected. You can add a payment method here, then click Finish.

Meta reviews your business to ensure it complies with WhatsApp's Commerce Policy and reaches out within 24 hours if there is an issue.
Back in Utter, the connection completes automatically and you see the status of each check:

If Business Verification shows Pending or Manual Verification Required, finish verification on Meta: Submit business info on Meta.
Step 12 — Configure AI, team & messaging
Once WhatsApp is connected, set up your workspace:
- Set your welcome message
- Configure the AI assistant
- Build flows and automations
- Create message templates for business-initiated messages
- Invite team members to your Utter workspace
